Bio: Prof. Xiaming Qin is the President of Jiangxi Institute of Economic Administrators, P.R.China (JIEA). He holds Ph.D in Management Science at Harbin Institute of Technology, P.R.China. He has published a number of refereed journal articles, conference papers, and industry reports. He has engaged in research and practice and provided a wide range of consultancy for service industries, provincial and local governments, and high-tech parks in China. He has been awarded as National Outstanding Award in Teaching, 21 Century Talent of Jiangxi Province, Young Academic Leader of Jiangxi Higher Education, Senior Decision-making Expert of Jiangxi Province.
Abstract: The full mining and utilization of Big Data greatly accelerated the network sharing, intensive integration, collaborative development and efficient utilization of the elements of the whole society, and promoted the major and profound changes in the commercial ecology of the enterprise. On the basis of explaining the great change of Big Data, this paper puts forward the three-dimensional perspective of Big Data on commercial ecological reconstruction. The enterprise level reveals the Big Data in enterprise value proposition innovation, key business and process innovation, revenue model innovation, external relationship network and value network reconstruction; At the industry level, it reveals the impact of Big Data in promoting the formation of platform business model and data-driven cross-border model; In the management level, the paper reveals the Big Data resources and technology in tooling use. It also reveals the effect of commercialization of Big Data resources and technology in promoting management and decision-making innovation. This paper provides a systematic analysis framework for enterprises to explore the entry point of commercial ecological change in the era of Big Data.

Keynote Title: “E-commerce Development Blueprint in China: A Case Study from Houma City”
Abstract: For the last 10 years, China’s central government has well documented the national plan of the e-commerce development and encouraged the adoption of e-commerce in businesses and governments. Many electronic commerce (e-commerce) systems have been successfully adopted in businesses across different industries and cities in China. However, the results seem to be disappointing to the e-commerce adoption phenomenon in China’s developing cities or areas while e-commerce has been adopted successfully in developed cities, such as in the cities of Shanghai, Shenzhen, and so on. Many researchers warn that the development of e-commerce in developing cities in China are being laggards in adopting or in using e-commerce strategically.
Houma city as also known as Xintian in ancient time, was the capital of Jin, China from 585 BC to 376 BC. Enormous numbers of historical relics have been excavated here. Houma local government (HMLG) realised that the development of e-commerce would be the latest catalyst for the further economy development. Therefore, HMLG founded the e-commerce projects in both research and businesses to looking for the next steps for local development – entitled “E-commerce Development Plan in Houma City (2014-2020)” in 2013.
Since 2013, activities for online marking in Houma has been recorded in top 34 among China’s 40,381 counties, which was listed at top 10% in China. As one of the developing counties in China, the investigation is worthy to be conducted how e-commerce development to promote the Houma economy. This research adopts case study method and focuses on e-commerce development blueprint to explore the experiences from Houma case. Several recommendations have been provided for further discussion.
